12月25日至26日，安定镇组织理论中心组全体成员、机关科级以上干部、各村党支部书记共85人以“贯彻落实三会精神”为主题，就“农村经济管理、规范党员发展程序、加强党风廉政建设、深度推进村庄社区化建设、新形势下的农村土地管控”五个与新市镇建设密切相关的课题进行了为期一天半的封闭式学习培训。
培训结束后，全体与会成员分三个小组进行了学习体会交流和讨论。各村党支部书记、包村科长都结合培训内容和本职工作畅谈了体会和想法，气氛热烈、发言踊跃。分组讨论结束后，对全体成员进行了培训内容试题测试，及时检验了培训效果。车站村党支部书记王长龙说，年年搞干部培训，这次培训却与以往有很大不同。有理论、有实际、有当堂测试，真的很有收获。

荣俊艳指出，本次培训是在我区“三会”胜利闭幕的背景下面向基层领导干部开展的一次“学理论、强素质”的学习活动，目的就是要贯彻落实“三会”精神、切实掌握与基层工作密切相关的理论知识、切实提高各级领导干部新形势下农村工作的理论素养和实践能力，从而为明年新市镇建设的各项工作顺利推进做好充分的思想准备、奠定扎实的理论基础。
荣俊艳强调，学习使干事业的不竭动力和源泉。领导干部只有善于学习、主动学习，并把学习到的理论与实际工作有效地结合，才能多为人民群众做好事、做成事。
结合明年的工作，荣俊艳要求，一是要认清形势，找准定位。要紧紧抓住新机场建设的契机，结合全镇在区里的定位找准各村的发展定位。抓住稳定这个中心，抓住产业调整这条主线，抓住队伍建设这个前提，抓住精神文明建设这个主题。二是要求真务实，埋头苦干。要俯下身子做实事，深入群众查民情、解民意、化民忧。认真履行党和人民赋予的责任和使命，扎扎实实的做好各项惠民、利民工作。三是要严于律己，做好服务。要时刻绷紧廉洁自律这根弦，要认真落实村务管理“一个制度、两个办法”。四是要统筹兼顾，做好年底工作。要对照目标责任制做好年初计划的扫尾工作，要提早谋划新一年的工作，要把当前预防煤气中毒工作作为一场战役深入持久地开展好。
